Where to Keep Your Layer II Copy
The most common mistake we see in households that attempt layered backups on their own is treating Layer II as a second copy in the same building. A flood, fire, or burglary that destroys Layer I will likely reach Layer II if both live in the same home.
Criteria for a Valid Layer II Location
Physical separation. Different building, different address. A safe deposit box at your local bank branch qualifies. A locked drawer at your adult daughter’s apartment across town qualifies. A second filing cabinet in your basement does not.
Access reliability. The location must be reachable within a reasonable timeframe — typically same day or next business day. A relative who travels six months of the year is a poor custodian unless a backup custodian is named.
Environmental stability. Avoid attics with temperature swings, damp basements, or storage units with known moisture problems. Paper catalogs degrade in humidity above sixty percent.

Bank safe deposit box — The most popular choice in urban Gyeongsangnam-do. Annual rental cost is modest relative to the value of documented reserves. Keep the box key location recorded in Layer III only, not inside Layer I where a burglar might find both.
Trusted relative’s home — Works well when the relative lives within thirty minutes and understands they are holding a sealed envelope, not permission to open it. Provide written instructions on the envelope exterior.
Office separate from home — Suitable for households where one spouse maintains a private office with a locking filing cabinet. Less ideal if the office is in the same apartment complex.
What Goes Inside the Envelope
Layer II contains a complete duplicate of Layer I at the time of sealing. We apply a dated tamper-evident seal and write opening conditions on the outside: “Open only if Layer I is confirmed lost or destroyed. Notify [name] before breaking seal.”
When to Re-Seal
Any change to your reserves — new certificate, spent cash reserve, relocated item — requires updating Layer I and scheduling a re-seal of Layer II. During annual review visits, re-sealing is part of the standard procedure.
